My Lord,

With reference to my despatch No.499,

dated the 21st November, 1929, I have the honour to

inform Your Lordship that from the 1st of this month,

on which day registration of mui-tsai commenced, up

to date only 21 mui-tsai have been registered, and

that the Secretary for Chinese Affairs, in a report

written on the 13th instant, after discussion with the

three Chinese members of legislative Council, says

that the new regulations are unpopular; that the

resentment against them is no less alive because we

hear little of it; that many mui-tsai, so it was

reported, were being sent back to the country from perfectly happy homes; that there would no doubt be

some registration, but not a great deal.

Subsequently, the Honourable Dr. S.W. Ts'o, C.B.E.,

LL.D., one of the three Chinese members of

Legislative Council, wrote to the Secretary for

Chinese Affairs a letter, dated the 13th instant, of
